Notice is hereby given, pursuant to IC 13-21-14-5, that the Waste Reduction District of Monroe County will hold a public hearing for Resolution 2026-07 To Amend the District’s Fee Resolution on Thursday August 13, 2026 at 4:00 p.m. in the Nat U. Hill Meeting Room on the third floor of the Monroe County Courthouse, 100 W. Kirkwood Ave., Bloomington, IN. Proposed amendments include adding fees for: lithium-ion batteries with a rated capacity of three hundred watt hours (300Wh) and greater; damaged, defective, and recalled (DDR) lithium-ion batteries; and foaming ISO (International Organization for Standardization) cylinders. To Amend the District’s Fee Resolution
WHEREAS, the Waste Reduction District of Monroe County (District) is a political subdivision and a solid waste management district under IC 13-21-3; and
WHEREAS, the District is granted certain powers enumerated in IC 13-21-3-12; and
WHEREAS, IC 13-21-14 allows for the establishment and amendment of fees related to the generation, collection, and processing of solid waste; and
WHEREAS, the District established a Fee Resolution on December 16, 1991, identified as Ordinance 91-1, which was effective January 1, 1992; and which was subsequently amended by Resolution 92-10, Resolution 93-6, Resolution 93-1, Resolution 94-2, Resolution 94-13, Resolution 95-30, Resolution 96-16, Resolution 97-1, Resolution 98-07, Resolution 98-12, Resolution 98-18, Resolution 99-11, Resolution 99-17, Resolution 200-15, Resolution 2001-01, Resolution 2001-13, Resolution 2001-14, Resolution 2002-18, Resolution 2003-08, Resolution 2004-07, Resolution 2005-05, Resolution 2007-22, Resolution 2009-07, Resolution 2010-01, Resolution 2010-11, Resolution 2012-12, Resolution 2014-18, Resolution 2019-15; Resolution 2022-07; and Resolution 2025-21; and
WHEREAS, the District’s costs to provide existing services and programs has increased; and
WHEREAS, the District’s revenues have not increased sufficiently to cover the increased costs of providing existing programs and services; and
WHEREAS, a public hearing before the Board was noticed in accordance with IC 13-21-14-5 and conducted at a public meeting on August 13, 2026 prior to the vote on this resolution concerning amending the Fee Resolution.
NOW, THEREFORE, the District Board of Directors hereby resolves to adopt and make effective August 13, 2026 the attached Fee Resolution with a current revision date of August 13, 2026.

FEE RESOLUTION

Section I: Administration
A. Unless otherwise delineated, administrative fees for service at any District facility shall be as follows:
1) Copying Services
a) $0.10 per page for non-color copies legal size (8.5” X 14”) and smaller
b) $0.25 per page for color copies legal size (8.5” X 14”) and smaller
c) $1.00 per page for all documents larger than legal size (8.5” X 14”), non-color and color
2) A standard fee of twenty-five dollars ($25.00) shall be charged for each returned check.
3) For all credit accounts, fees must be paid within thirty (30) days of the date of the invoice. If fees are not paid within thirty (30) days after the date of the invoice, a penalty of twenty-five dollars ($25.00) shall be charged and reasonable attorney fees may be recovered in a civil action, pursuant to IC 13-21-14-8, and access to District facilities may be denied without further notice.
4) Fees may be charged to purchase printed bid packets and requests for proposal packets. These fees may include the District’s costs to purchase maps, drawings, designs, and other documents plus any copying service charges at the rates listed above.
Electronic copies of bid packets and requests for proposal packets shall be available at no charge.
Section II: Household Waste Disposal
A. Household waste accepted for disposal at the District’s Rural Recycling Centers shall only be accepted in a District approved, pre-purchased Orange Bag. Orange Bags may be purchased at the District’s Household Hazardous Waste facility and from select retailers in Monroe County, Indiana in two (2) sizes, priced as indicated below:
1) Thirty-three gallon (Big Orange Bag) bags shall be sold in rolls of ten (10) bags for fifteen dollars ($15.00).
2) Fifteen gallon (Little Orange Bag) bags shall be sold in rolls of twenty (20) for twelve dollars and fifty cents ($12.50).
B. A handling discount of five percent (5%) per roll of Big Orange Bags and Little Orange Bags shall be credited to Monroe County, Indiana retailers who purchase bags from the District for re-sale to Monroe County residents. Retailers shall agree to charge residents according to the pricing indicated in A. above.
Section III: Household Hazardous Waste Facility
A. Fees for materials accepted from Commercially Exempt Small Quantity Generators (CESQG) and non-Monroe County residents shall be assessed in accordance with the attached 2026 CESQG & Universal Waste Price List, included as part of this Fee Resolution.
B. Monroe County, Indiana residents will be assessed the fees indicated for the following materials/items:
1) Unusable latex paint disposal fees for Monroe County residents are based on container size as follows:
a) Two dollars and twenty-five cents ($2.25) per one (1) quart or smaller container
b) Seven dollars ($7.00) per container larger than one (1) quart and up to one (1) gallon
c) Thirty-five dollars ($35.00) per container larger than one (1) gallon and up to five (5) gallons
2) A standard fee of Twenty Dollars ($20.00) per item, shall be charged for all electronic devices with a display screen with a diagonal measurement of seven (7) inches and larger.
3) A standard fee of Twenty Dollars ($20.00), per item, shall be charged for the handling and processing of standard household appliances containing chloro-flouro-carbons (CFC) (refrigerant), including but not restricted to air conditioners, freezers, and refrigerators.
4) A standard fee of Fifty Dollars ($50.00), per item, shall be charged for the handling and processing of commercial and non-standard household appliances containing chloro-flouro-carbons (CFC) (refrigerant), including but not restricted to commercial coolers, cola machines, and medical equipment.
5) Lithium-ion batteries with a rated capacity of three hundred watt hours (300Wh) and greater will be assessed a fee of the lesser of fifty percent (50%) of the District’s cost or five hundred dollars ($500.00).
6) Damaged, defective, or recalled (DDR) lithium-ion batteries will be assessed a fee of the lesser of fifty percent (50%) of the District’s cost or five hundred dollars ($500.00).
7) Foaming ISO (International Organization for Standardization) cylinders will be assessed a fee of the lesser of fifty percent (50%) of the District’s cost or five hundred dollars ($500.00).
C. The following collection and handling fees shall apply to waste tires:
1) Car, light truck, SUV, pickup truck, motorcycle, lawn mower, tire off rim $4.00 each
2) Car, light truck, SUV, pickup truck, motorcycle, lawn mower, tire on rim $11.00 each
3) Kart tire (golf, go-kart, mini, etc.) off rim $4.00 each
4) Kart tire (golf, go-kart, mini, etc.) on rim $11.00 each
5) Mud Aggressive tire (ATV, off-road) off rim $8.00 each
6) Mud Aggressive tire (ATV, off-road) on rim $16.00 each
7) Bicycle tire on or off rim $2.50 each
Section IV: Green Business Network
A. Monroe County, Indiana businesses wishing to join the Green Business Network shall enter into an annual membership contract with the District for each facility/location to be serviced by the District. Annual membership fees shall be based on a calendar year and may be pro-rated for new members based on the month in which they join. Fees will be assessed based on the frequency of recycling collection pickups as follows:
1) $1,700.00 annually for two (2) pickups per week
2) $900.00 annually for one (1) pickup per week
3) $475.00 annually for two (2) pickups per month, not to exceed one (1) pickup per week
4) $250.00 annually for one (1) pickup per month
B. Green Business Network members may schedule additional pickups at a rate equal to the per pickup charge calculated based on the annual membership fee as follows:
1) $1,700.00 annual membership fee = $16.35 per additional pickup
2) $900.00 annual membership fee = $17.31 per additional pickup
3) $475.00 annual membership fee = $19.79 per additional pickup
4) $250.00 annual membership fee = $20.83 per additional pickup
C. A non-member collection fee of $50.00 per pick-up for pre-approved accounts on an on-call, time available, collection basis.
